Legislative Liaison
Position Description:
Position has a twofold component of responsibility.
1. Serve as a legislative liaison to monitor and review pending legislation and mobilize Catholics to take action when needed.
2. Manage the public relations and communication endeavors of the diocese.

Legislative Liaison:
• Provide expertise/experience in reviewing pending legislation and mobilizing Catholics for legislative actions. (Legislative session is 20 days in even years and 40 days in odd years, but some committee meetings are held throughout the year.) Seek to create a culture that respects human life and upholds the dignity of all human persons including the poor and most vulnerable.
Primary Responsibilities:
• Build and maintain strong relationships with local, state, and national legislators
• Build and maintain strong relationships with other Catholic Conference directors
• Provide media updates during legislative sessions featuring the perspective of the diocese on pending legislation
• Provide media updates/statements on behalf of the bishop during legislative sessions
• Serve as a spokesperson and advocate of the diocese during legislative sessions
• Create and sustain a database of Catholics willing to be mobilized into action at appropriate times during the legislative process
• Follow the legislative process and review pending legislation especially pertinent to the Catholic Church. Work in conjunction with legislators to compose and introduce bills of importance to the Catholic Church

• Manage the public relations of the Diocese of Cheyenne by building and sustaining the diocese’s reputation for effectively proclaiming the Gospel of Jesus Christ, celebrating the sacraments of salvation, and inviting people into a personal relationship with Christ, through prayer, worship, and service of God and neighbor.
Primary Responsibilities:
• Manage the diocesan brand and reputation
• Promote a positive image of the diocese so the public views the institution favorably
• Create and launch press releases and marketing campaigns
• Serve as the diocesan spokesperson
• Contact members of the media to set up interviews with the bishop or other department heads as needed
• Manage media relations and maximize media opportunities
• Ensure that all opportunities for the bishop are fully vetted
• Get the diocese featured on the radio, TV, and internet
• Develop branding initiatives, internal communications, and external media relations
• Develop and manage internal and external publications such as the diocesan newspaper, diocesan website, newsletters, e-mail announcements, planned publications, videos, special projects, and other assignments as needed
Wyoming Catholic Register
Direct and administer the Wyoming Catholic Register in accord with the teachings of the Catholic Church and approved directives, norms, policies, and procedures; set objectives for the ministry; recommend new initiatives, policies, and procedures
Research, write, solicit, and edit articles, advertisements, and editorials for publication in accord with the Magisterium of the Catholic Church; work directly with diocesan offices, parishes, parochial schools, and Catholic organizations in publicizing particular events, programs, and activities; take and/or solicit photographs for publication
Coordinate the professional printing, addressing, and mailing of the Wyoming Catholic Register to every Catholic household on the diocesan mailing list
Solicit advertisements and determine advertisement and subscription rates; perform bookkeeping duties regarding advertisement and subscription billing
Respond to inquiries concerning Wyoming Catholic Register policies and services; refer inquiries for services not provided by the Wyoming Catholic Register to the appropriate agency
Supervise staff and volunteers assigned to the Wyoming Catholic Register; annually evaluate in writing the performance of staff and volunteers
Prepare the annual budget; manage daily financial matters authorizing expenditures and safeguarding revenues; review monthly financial reports taking corrective action to maintain approved budget
Write grant requests

• Fully initiated, practicing Catholic free from any canonical penalties and of proven faith, good morals, and good reputation
• Bachelors in Communications or related field, or equivalent training and experience
• Prefer a Bachelors Degree or equivalent in Theology or Religious Studies
• Working knowledge of the state legislative process
• Proven ability to work independently and collaboratively
• Possess effective communication skills
• Proven ability to design and present talks, educational workshops, and skills training programs
• Proficient in Microsoft Windows, Microsoft office, Quark Express, Adobe PageMaker, Adobe Illustrator, Adobe Photoshop, scanning software, OCR software or equivalent programs
• Administrative and supervisory experience
• Ability to travel throughout the Diocese of Cheyenne (0)
