The Assistant Director of Human Resources (HR) and Employee Services assists the Executive Director of Office of Human Resources with the development of Human Resource strategies, and leads the planning, execution, and management of Benefit and Retirement plans, and Employee Relations. The Employee Services team includes HR Generalists and Coordinators that support the Archdiocese of Washington’s 140 parishes, 50 schools, and the Central Pastoral Administration, (approximately 3,000 employees). In addition Employee Services manages the benefits and retirement programs for these entities and for affiliated agencies comprising (approximately 3,500 benefits eligible employees).
Assists the Executive Director in developing Human Resource strategies for the Archdiocese and developing annual Human Resource goals. Provides internal human resource consulting for all levels of management at the Pastoral Center, parishes, schools and other agencies of the Archdiocese. Leads team that provides outstanding human resources services to the employees of the Archdiocese directly and through support of the HR representative at each location. Leads development retirement strategies and the development and implementation of these strategies including both defined contribution and defined benefit plans. Leads the assessment of existing benefits (including health, dental vision, life, long term care, unemployment, workers comp, & FMLA), the development and approval of recommended changes, and the implementation of the changes.
Manages annual health care enrollment and periodic open enrollment for other benefit plans and collaborates with the Human Resource Information System team for the implementation of on-line benefits enrollment. Serves as plan administrator and key liaison to insurance brokers, and carriers, Third Party Administrators (TPA) and other vendors, and state and federal agencies. Serves as resource to Archdiocesan leadership regarding the interpretation of plan documents. Leads employee relations efforts to include both proactive efforts to reduce employee relations issues, consulting when employee relations issues arise, and when necessary the severance of the individuals. Provides consultation to internal staff on organizational restructuring at parishes and associated employee severance and parish communications. Assures accurate employee records are maintained in the Human Resource Information System as well as required hard copy records. Manages the monitoring, verifying and approving of monthly invoices for the self-insured and premium based benefit programs.
Leads the transition of recommended and approved services to third party administrators (e.g. unemployment, Family Medical Leave, Short Term Disability, and Pension) and assures all third party administrators are providing a high level of service to the employees and are maintaining accurate information. Collaborates with third party partners to develop communications materials to explain benefits and other services changes to employees. Manages the maintenance of web-based employee benefits, policy and wellness information. Manages the preparation and dissemination of reports, the analysis of human resource data, and research as needed. Collaborates on the development of training for employees, managers, and Human Resource representatives.
Outstanding knowledge of benefits, retirement and employee relations. Demonstrated leadership of Human Resource team and employee services. Outstanding human relation skills and ability to work well with others. Demonstrated ability to effectively handle difficult situations. Knowledge of Human Resource Information Systems (HRIS), UltiPro preferred. Knowledge of Federal and state employment law. Excellent written and oral communication skills. Effective team player with strong interpersonal, communication, and customer service skills. Ability to handle multiple tasks under time sensitive deadlines. Ability to handle confidential and sensitive information. Proficiency in suite of Microsoft Office tools: Excel, Word, Outlook, and PowerPoint. 10-15 years of experience in Human Resources and an understanding and supportive of the teachings of the Catholic Church Education. Bachelor’s Degree in business administration, HR management or related field or an equivalent combination of education/experience required. Society of Human Resource Management certification preferred.
